There is no safe universal HS code to publish for every MERI machine, configuration and destination. The Harmonized System provides an international structure, while final classification and national tariff treatment depend on the importing country’s schedule and the product’s objective characteristics.
Direct recommendation
Give the broker or customs authority a complete technical description before shipment. Review function, power system, cutter, propulsion, control, attachments and imported condition. Use the destination tariff and seek an advance or binding ruling when material uncertainty remains.

Planning framework
| Item | Requirement |
|---|---|
| Product identity | Exact model, function and condition as imported |
| Construction | Power source, propulsion, cutter, chassis and attachments |
| Classification law | Current HS edition plus destination national tariff/legal notes |
| Evidence | TDS, manual, drawings, photographs and component breakdown |
| Decision record | Broker analysis, ruling or customs decision and effective date |
Classify the imported article
Decide whether the shipment is a complete machine, separate attachment, part, kit or mixed consignment. Classification can change with imported condition.
Describe objective characteristics
Provide function, power, propulsion, cutting system, remote-control role, dimensions and major components. Avoid choosing a code only because a competitor used it.
Read legal notes and national extensions
WCO guidance states that final classification occurs under the relevant national tariff schedule. Country-specific digits, rates and measures must be checked for the destination.
Separate code from duty rate
Classification is one input. Origin, valuation, trade remedies, preference and shipment date can also affect duty and tax.
Use rulings for uncertainty
For the United States, CBP offers prospective binding classification rulings based on detailed facts. Other administrations may provide advance-ruling routes.
Control changes
Reassess when the model, engine, cutter, attachment, imported condition, tariff edition or destination changes.
